More details David O'Farrell is Technical Manager, Cumbria County Council, based in Carlisle, with 35 years professional experience of highway engineering and construction materials in both the public and private sector in the UK. David's expertise is in the design, construction and maintenance of highways with particular emphasis on materials and pavement engineering.

He has 20 years of experience in materials testing and site investigation works and has managed a UKAS accredited test house. His experience includes the development of specifications at both a local and national level and he has prepared Highway Maintenance policies for local authorities. He has also extensive experience of the design and interpretation of highway condition surveys including structural condition, skid resistance and other safety related properties and the identification of highway maintenance schemes. David has undertaken the investigation of pavement failures and advised on remedial works, drawing on his expertise in asphalt and bituminous materials. David is a member of three British Standards committees and represents ADEPT (formerly the County Surveyors' Society) on several national technical groups involved with the specification, production and use of construction materials.

Following the introduction in England of the Hazardous Waste Regulations in 2005, concerns grew about the implications for Local Authorities when road works were being carried out. In 2007 he worked with several colleagues from the ADEPT Soils & Materials group to produce guidance for Local Authorities on dealing with tar in arisings from road works. The presentation will describe the development of this guidance and provide an example of its application to a road maintenance scheme. It will also discuss the ongoing development of guidance and consultation with Regulatory Authorities which is intended to bring a unified approach to dealing with situations where tar is anticipated to be found during maintenance schemes.
